Perhaps aliteralmind is reading the 2.13 docs.  In
those there is no section 5 in the Learning Manual.
You moved it to Application Usage, remember?  I
think you also changed the section name, I think
to "Suggestions for writing files".

Perhaps you and Phil replied too hastily to a newcomer.
