Just use an extra FiguredBass context:

\new FiguredBass \figuremode { <4>16 <3>8. }
\new Staff {
\clef bass
bes4
}
>>
}
If you like, you can replace \new FiguredBass \figuremode by the abbreviation \figures.
For what reason do you use 2.19.5 still? There were many improvements since.
