Actually, it can be removed unconditionally. 'ChangeLog' for
20051106T1528Z says:

|   workhorse.make
| Refactor for backward compatibility. '-Wendif-labels' should never
| have been specified: see
|   http://gcc.gnu.org/bugzilla/show_bug.cgi?id=16323

but it's still in 'configure.ac'. I've fixed it now in my local tree,
and will commit it to the online repository next time I'm working on
the 'lmi' trunk.
