You got that Perl script to work on Windows? It's littered with
Unix centric stuff like:
 open(HEADER, "> /tmp/header") || die $!;

Okay if you really have a "/tmp" directory on that partition, but I 
would rather use the makefsdata.c program. Have you tried to
build it?
