Probably very difficult. It would mean tracing all the copyright
owners and getting them to release their code under new licence
terms, or replacing code with non-GPLed alternatives.
It's also likely that the RSA patent owner would not be happy
with this arrangement because of the difficulty in obtaining their
royalties, even if $1 per copy was acceptable (which would leave
no margin for handling costs).
I doubt that the US government would he happy unless there was a
clear commercial incentive to obey the rules.
