./configure uses runtime tests to determine if it's cross-compiling or
not. Since these tests will succeed if wine is installed, we sometimes
have to force the cross-compiling logic (when setting --host isn't
enough). There's no real consistency to this, some packages
cross-build correctly in spite of the detection, some don't.
