... it could be :) The 'all' tag was intended to keep the syntax of start and stop actions (where it is used to prevent start/stop of all services by mistake), In this case is not the user's mistake dangerous so we '' ~ 'all' is possible from my point of view (hovewer it is question whether we shouldn't keep the strict from to not confuse users).
