The native binary.

I see the same problem when commiting. Notepad is started, but ci fails
whenever i have entered non-ascii chars.
Anyway, today i've quitted my current job, so i won't use windows
anymore. But, I've been really happy with monotone on windows. I don't
know if there are GUI tools for monotone on windows, but the CLI is
simple enough.
- the native version works fine, the installer is nice
- windows behaves very badly with hundreds of files, so having
everything packed in a one file DB was great.
- netsync linux <-> windows works fine.
