And I agree that ^Z should do nothing by default.  So... simply
unbind it and leave it up to the user to put a 'bind ^Z' in their .nanorc?

Yes, unbind by default and if a user wants to use that feature, let them personalize their ~/.nanorc to gain that function. Examples should be documented in manual pages and # in the sample nanorc.
