It still isn't, and dot locking needs to be in the nmh code for this
reason, IMHO.

When the locking code is revised (and it certainly needs to happen)
it should probably be split in two. One lot of locking code is for
MH storage (messages altered by anno, sequences, etc.) but the other lot
is for the maildrop when inc accesses it. I think there are quite
different requirements for these two contexts.
