Follow-up Comment #20, bug #29768 (project octave):

Dear Jaroslav,

since you are going to translate to C++, then it could be faster to locally
apply the Givens rotations. I attach the global transformation approach
(rsf2csf_g.m) and the local one (rsf2cst_l.m). I also changed the rotation to
be in the form [c,s;-s',c] and not [c,s;-s,c'].
