Follow-up Comment #4, bug #46795 (project octave):

I think the unintended scrolling is a side effect of

The behavior for restoring the breakpoints can be adjusted in the settings or
by checking "don't ask me again" in the dialog box. This was introduced with
http://hg.savannah.gnu.org/hgweb/octave/rev/0a09c3cae800
However, the dialog should not appear when the file is closing.

I will have a look at both issues.
