Follow-up Comment #1:

Thanks for your bug report. The relevant library is actually portaudio here,
not sndfile. The audiodevinfo.cc file should be guarded by HAVE_PORTAUDIO,
which means it is only compiled if the portaudio header files and libraries
are present. Since configure did not warn you about portaudio, and is in fact
listed as found, can you determine why the header files are not found on your
system or why they are incompatible with what Octave expects them to contain?

On Ubuntu the packages should be called portaudio19-dev and libportaudio2.
