Follow-up Comment #54, bug #39000 (project octave):

I followed the link in the discussion of Bug #54183 to here.  FWIW, here's a
short discussion about this very topic:

in which the dynamic library build approach is described via a link therein. 
There is then another later comment that the link order of the error handling
routine is important for the static DLL, i.e., that placing one's custom
routine prior to the DLL in the link command might work.  However, there's no
discussion after that for which the original poster confirms that works.
