Follow-up Comment #18, bug #54180 (project octave):

I added a check that now new variables are created in the base workspace
(http://hg.savannah.gnu.org/hgweb/octave/rev/90c8325c14be).  I benchmarked it
briefly and it didn't seem to contribute much, if anything, to running time so
I think its fine to have this check in all the time.
