Follow-up Comment #10, bug #35588 (project octave):
It is not best practice to comment on an ancient closed bug report. Neither
the Octave version nor the operating system match.
What is the purpose of your Gentoo patch in comment #9? As Rik pointed out in
comment #1, the documentation is pre-built in the Octave release tarballs from
here https://ftpmirror.gnu.org/octave . Of course if you touch those files,
the make build system has to recreate the entire documentation unnecessarily.
If there are problems with Gentoo building Octave, it might be better to
report them in a fresh new bug report, describing Gentoo's way of building a
relevant Octave release.
