Follow-up Comment #23, bug #58320 (project octave): Now everything seems to work as expected. Maybe you could adapt the message (not the condition) to the one in comment #21? Should the default better be an installation for all users if possible? I also tried installing for the admin and for an unprivileged user (both local installs). Then I tried to uninstall for the unprivileged user with "Apps and Features". The uninstallation still fails with the new message.
