Follow-up Comment #7, bug #59027 (project octave):

Since cset http://hg.savannah.gnu.org/hgweb/octave/rev/9e2f69c1a05d the GUI
uses the system's standard location for configuration files. AFAIK, on
windows, this should be %APPDATA%. Please refer to bug #55855 for more
details. When there is no config file available at the new location, the GUI
looks for it at the old location and imports the old config when available. 

Therefore, the show_dbg_file option should be imported or, if not available,
set to its default value "true". That's why it is strange that it was set to
"false" on your and Avnoam's system.
