Makefile

i am stack to find the makefile

when i run
./configure
it gives me this error:
config.status: error: cannot find input file: `Makefile.in'

i create a new file 'Makefile.in'  then run :
./configure

gives me this error :
config.status: error: cannot find input file: `libgnu/Makefile.in'

what shall i do ?
