Follow-up Comment #15, patch #8837 (project octave):

Yes probably. Maybe moved to the linear-algebra package would be better but
onenormest is used in condest. Yes definitely if we add normest1.

If the two functions do the same thing, and if we need one of them because of
condest, and if normest1 is in Matlab (even if undocumented) but onenormest is
not, then I'm ok with having normest1 instead.
