Citation requirement and the GPL

I just wanted to check how the citation requirement lines up with the
GPL. My reading is that it requires (if I use the software in
scientific software), I cite or pay. But surely that is compatible
with the GPLs freedom?

If it is acceptable to ignore the citing requirement, perhaps the text
should be slightly weakened, to something like:

Academic tradition requires you to cite works you base your article on.
When using programs that use GNU Parallel to process data for publication
please consider citing:

  O. Tange (2011): GNU Parallel - The Command-Line Power Tool,
  ;login: The USENIX Magazine, February 2011:42-47.

This helps funding further development; AND IT WON'T COST YOU A CENT.
If you want to use GNU parallel without citation, consider donating to the FSF.
