The CCITT support in libtiff is enough for PDF - it's used by various
implementations for their CCITT needs.

The libtiff license is GPLv3-compatible, so we can link to it. Since
libtiff is actively maintained and widely used I think that it is a really
good option for the CCITT filters.
Now we should be sure that the CCITT support in libtiff is enough to
fullfit all the requirements of the PDF specification.
