[Pengfork-devel] auto* stuff

First, two remarks : 

- include/config.h isn't well chosen, in general we keep it for autoconf 
defines output.
- There is a ChangeLog file :)

I've added configure script, I'm sorry not to have commited it earlier but my 
socks server was down yesterday night :(

tun and modem drivers are enabled by default.

Architecture specific dir is selected by configure script.
