[Phpgroupware-developers] New area for code sharing

I've created a new area on the forum so admins and developers can have a place
to share their small enhancements to the stable release of phpgw.  Code to be
posted there are nice things that will not go back into the stable tree
because they are not bug fixes but might be considered for the next release.
