Summary: Implement a widely usable synchronisation system for phpGroupWare

Background: There have been several attempts at making phpGroupWare sync with 
other devices and applications.  None of these have been completed to a stage 
of being production ready.

Considerations:  The sync solution implemented should support a wide variety of 
applications and devices.  The implementation should be done using head to 
avoid any porting work.

Suggestions: 

* Complete the funambool syncML interface

* Implement a php based syncml solution

* Propose another sync solution for consideration.
