Interesting.  What do you get if you type "ncurses5-config --cflags" ?
     
     Maybe I need to contact the admin of sdf.lonestar.org to ask him to keep
     only one copy of the ncurses headers.

To me, it certainly sounds like a problem in your OS, rather than a
PSPP problem.

I will do that then.  In the meantime, you could edit config.h to set
LIBNCURSES_USABLE to 0
