Same error here, I guess. I can install W2K, and I can install the W2K SP2.

But SP4 refuses to install.  As far as I can tell, SP4 needs the 
"Microsoft Windows Installer Engine", but fails to find/exec "msiexec" -
I found a hint in the SP4 installer log file, which can be found in the
windows directory.

Downloading and Re-installing the "Windows Installer Engine" might help.
