I'm not sure about this approach,
the callback is intend to be used not only by x86 but also in
the end by ARM (it's just that arm/virt CPU hotplug patches are
still work in progress and haven't been merged).

So I'd prefer to keep AcpiDeviceIfClass::madt_cpu.

What's the end goal you are trying to achieve by getting
rid of this callback?
