[Rule-list] file upload to rule cobweb

Eugene and all,

I put file upload into the Rule CoBweb so we can use our own domain 
to share scripts and other work in progress.

Documents and procedures for using scripts can be added directly to 
the Rule Wiki by anyone. Here is a starting point.
