Yes, it could be.

Yes, but I don't know of any tools that could automate the conversion
from Continuus (now CM Synergy) to CVS.
Continuus stores part of its information in RCS format (as far as I
know) so maybe a tool could be written to automated the conversion
without losing any history data.
