Ok, that what I thought at first. It's pretty clear that   
we will never allow loginfo to run scripts installed on   
the server by someone else, sorry.   
  
The solution for you is simple: get the CVS to send email 
and run  
a script that forward email content to your IRC channel.

ALL        $CVSROOT/CVSROOT/ciabot.pl %s $USER



It's run from loginfo as you can see.  when the cvsserver

does the logs, eg to e-mail and the like. it runs this script.
