[savannah-help-public] Poor English string in registration form

I happened to notice at 
http://savannah.gnu.org/register

There is a field with the title "Other license or precisions".  

My guess is that this is a poor translation from some other language.
At any rate I have no idea what it means.  Can somebody correct it.

I can offer some suggestions if somebody explains to me the purpose of
this field.
