Could you please check the source files again (http://www.aoc.nrao.edu/~sbhatnag/Softwares/fussy.tar.gz)? AFAICT, all files have the copyright notices, we have updated all copyright notices to be same (GPLv3+) and the form of the notice is as advised by you. We have also included ./configure and associated files now. Those of course can also be re-build by running the "./build" script.
