At least svn is supported, through SSL, although my own are on cvs. You'll need 
an SHA1 key pair (use ssh-keygen), and you can put the private one on any 
client host.

There are a bug tracking system and some web tools on projects pages, but 
provided "project homepage(s)" where you  can put project documentation is 
static (entierely on your way).

Note your project will conduct an approbation process for licensing (*gpl or 
free software compatible) and usefulness (especially regarding copycats) by 
savannah team : you'll never be a "client", you'll host a free software project 
on Savannah (although that condition was not so strong on early times, disc 
room matters for years).
