configure do not recognize libespeak

espeak 1.35 (compiled with Audio=portaudio V19), checked libespeak was 
in the lib search path.

speech-dispacher 0.6.6 configure could not find espeak_Initialize in 
libespeak, any pointers?

  checking for espeak_Initialize in -lespeak... no
| Espeak not found.
| Espeak support is not available. Sorry.
