little bug inibmtts module (latest speech-dispatcher)

Hello,

Speech-dispatcher does not keep the voice_rate setting when a voice_type  was
switched to another one.
This affects ibmtts and couldn't be reproduced with espeak output
module.
Settings were done by libspeechd.

I sent this mail first to speechd at bugs.freebsoft.org but got a mail
delivery error.
