Yes. In some older versions of the IBM TTS output module however,
OSS was the default.

Based on the logfiles you have sent, it seems as if you were
using and old version of ibmtts module (before 06/2008) with
a new version of Speech Dispatcher. Are you sure there are
no sd_ibmtts binaries in your system other than the ones
comming from speechd 0.6.7-rc1 package?

It can be turned off during compilation, but if you have
installed from Debian package, this is not the case.
