Sorry, I change the maximum speech rate value in docs/commands.html and
in the --help information for the espeak program and the ChangeLog,
but I didn't put the new value in the comment in speech_lib.h.

I'll release a new version with this later this evening.  I also need
to update the release (to 1.44.03) because the Macedonian voice is
speaking words as individual letters.
