trouble unpacking .arc files

Is anyone else having trouble unpacking the *.arc files?

I get "0 files" and if I try to unpack it anyway I get an
"invalid file name" error and then nothing.  This applies
to all of the 1.3.1 *.arc files I've tried to unpack, including
swarmapps.  (Whatever happened to gzip!?)
