Installing swarm version 2.0.1

Good afternoon,
Can anybody give me any ideas why an install of Swarm version 2.0.1 won't
install on a Windows 2000 system.
I've installed cygwin from Cygnus (using the latest install) on C:\cygwin
and this is working OK.
However when I run the executable Swarm 2.0.1 I get the following error
after the licence agreement window comes up and is dismissed. The Swarm
executable is being executed from C:\temp\swarm.
Cygwin not found - please install http://sourceware.cygnus.com/cygwin
Can anybody tell me how this Swarm install looks for the cygwin
installation? Is it a directory name, or something in the registry?
Upgrading to 2.1.1 (which installs without a hitch) is not possible as the
code I need to compile needs 2.0.1.
