I have just tried jheatbugs-2001-03-28.tar.gz and this solves the
build problem. But I ran into the same troubles as with jmoustrap before
when I tried to run it

Correct, I added it myself when I was testing a previous build of 
Swarm, some time ago. The added lines are:

        $(SWARMHOME)/bin/javaswarm StartHeatbugs

OK, I will start a built of the 2001-03-28 snapshot and let you 
know the results.
