[Swarm-Support] perl script

Hello,

I was able to install swarm and run JHeatbugs directly, however, when I 
tried to iteratively run the program with the perl script, it did not 
work.  I feel that the problem is probably with the perllib variable.  I 
have active perl set up on a PC.  In this case, how do I set up the 
perllib variable.
