You don't need licensing for that-
You're free to use the swf output files for whatever you see fit.

No, you are not!
All the authors involved in the development of swftools will still
have the full copyright for all the code sections they were involved
in.
Also, any version of swftools that you *distribute* and that does
(or does not) contain modifications by yourself must be accompanied
with the full machine readable source code, see the text of the
GPL license.
If you only *use* it (not distribute it), e.g. to create swf files,
then you don't have any obligations.
