the main files needed are further down the directory:

  http://alice.fmi.uni-passau.de/~seidl/cygwin/release/TeXmacs

But: to install the package via cygwin's setup.exe you point it to 

  http://alice.fmi.uni-passau.de/~seidl/cygwin

there the file setup.bz2 resides, which is expected by the installer.

(1) if applicable, uninstall texmacs: make uninstall

(2) install cygwin and needed packages as described on texmacs.org (if you 
had texmacs running before, nothing needs to be done)

(3) run setup.exe again and choose
  http://alice.fmi.uni-passau.de/~seidl/cygwin 
as package mirror. Under Editors, you can choose the last stable version 
(1.0.2-1) or the newest version (1.0.2.10-1).  

As an official package, installation would be possible in one go: by 
selecting texmacs, all dependent packages are selected automatically.
