Scratch that, I think I know the cause.  Does it help if you replace
line 2195 in `configure' which currently should be

if test $EMACS_FLAVOR = "xemacs" -a $infodir = '${prefix}/info'; then

with the line

if test $EMACS_FLAVOR = "xemacs" -a "$infodir" = '${prefix}/info'; then
