C-s C-s immediately searches for the latest entry in the ring. If C-s M-p did that too, things would be...weird. At least to me. I wouldn't really mind that much if M-p brings back the latest entry but _doesn't_ perform the actual search, but it just feels kind of unnecessary since if you wanted to search for that you could just C-s C-s to begin with.
