I don't think this qualifies as a bug: manually loading a preloaded file is something that we don't expect users to have to do.
OK, it's not something that I have to do at all, but it's something that I have done in the past when I was young and stupid, and it used to work, and now it doesn't. It's not something that I have to do any more, but it is something that intuitively I should be able to do. I would expect to be able to load the 'files' library and not have it break anything.
I suggest to describe the reasons why you needed that. Perhaps there's another bug elsewhere, or maybe there's a different way to achieve what you want without reloading files.el.
I don't even need to do it any more. I think rms had sent me a patch for a bug I had submitted, it worked, so I was using the patched files.el instead of the system one. Sounds reasonable, doesn't it?
I don't mind if this gets fixed or not, but I would say it's currently less than ideal and thought that one of you people might like to hear about it.
