make-frame-on-display does not accept screen spec.

Symptoms:

Greetings...

Something is wrong with make-frame:

(make-frame-on-display ":0") works.
(make-frame-on-display ":0.0") gives
Cannot connect to X server :0.0

(I'm more interested on :0.1 working mind you :-) )

Also if toggle-debug-on-error is t, (make-frame-on-display ":0.0") gives a 
backtrace but then emacs goes cpu bound and I have to kill it from the 
command line.
Let me know if more information is needed.
