ispell.el sometimes doesn't use the right dictionary.

I start Emacs (CVS HEAD) and do:
M-x ispell-change-dictionary RET nederlands RET
M-x ispell RET
and the current buffer is spell checked using the Dutch dictionary (as
expected). Now I do:
C-h T
to get a new buffer and I do:
M-x ispell-change-dictionary RET nederlands RET
Ispell happily informs me:
No change, using nederlands dictionary
However, if I do:
M-x ispell RET
then Ispell uses the default dictionary (English) to spell check.
