This section describes the commands to check the spelling of a single
word or of a portion of a buffer. These commands work with the spelling
checker program Ispell, which is not part of Emacs. *Note Ispell:
(ispell)Top.

Info file ispell does not exist
I guess you need to install that file.
The Emacs documentation section 20.4 Checking and Correcting Spelling
contains the following text.
`M-x flyspell-progmode'
Enable Flyspell mode for comments and strings only.
It seems to be fixed, but thanks for reporting it.
(Maybe someone else saw your message and fixed it.)
In the top-level info directory the following entries appear twice.
They seem to represent every other entry in the list that precedes these
duplicates.
I suspect that is due to a bug in install-info, but that's just a guess.
To make progress on debugging it, you'd need to investigate the processes
of installation that brought the file to its current state.
